Increasing Public Administration Effectiveness

We have utilized different approaches for the increasing of public administration effectiveness and efficiencies in developing economies. General approach for resolving different administration problems is the process management optimization. Our consultancy expresses in support for improvement of representation of a multitude of services for citizens, of administrative units as well as legal documents and texts in order to better manage complexity. We are utilizing private sector methodologies such as balanced scorecards for implementation of intra- and intergovernmental process management optimization projects. Strategies for the development of different municipalities and territories vary and even sometimes are very unique. We are introducing complex interconnecting strategies combining sound development of business environment, water and waste management, municipal transport, urban environment and inter community links aiming to bring together sometimes trade off goals: increasing income generation and business development along with fighting poverty and ensuring sustainable environmental development. On the other hand, there are proved simple strategies for the development of the given field: rather industrial or institutional. Next area of concentration of activities is the governance – improvement quality of self governance, implementation of institutionally sustainable decentralization and reliable quality of services of Municipal Government.  Ultimately, as a separate area of our expertise urban improvement planning should be mentioned.      

Public Private Partnership

Public Private Partnership is one of key elements for growth in economies with insufficient institutions, management capacity as well as pure performance of the rule of law. In bridging together public and private institutions we are concentrating on two different areas of cooperation: assisting governments to establish the rule of law and good administration practices and bringing private sector into large infrastructure projects or/and creating strategies for the projects effective management. In a detail Public Private Partnership strategies can be described: where the private party performs an institutional/municipal function; where the private party acquires the use of state/municipal property for its own commercial purposes A PPP may also be a hybrid of these types. Fields of PPP are very wide – starting from large infrastructure projects to the implementation of services of traditionally public body’s.
